INTRODUCTION
What, EXACTLY, is written in the United States Constitution? . . .
and . . .
What does it MEAN?
Any sound attempt to interpret the Constitution must address these
two questions, especially the first.
The CONSTITUTION Notebook (TCN) Program can help you answer these
two questions for yourself and to your own satisfaction.
Use its INTERACTIVE SEARCH feature with its faithful rendition of
the Constitution through the 27th amendment to answer the first
question.
Review its extensive (100+ pages) of rights commentary to help
you answer the second question.
Create notes with its notebook features (has INTERACTIVE INDEXING
capability and comments box) to help you remember what you learn
about the Constitution.
Necessary documentation is included in exhaustive context-sensitive
help and 3 on-screen tutorials.
Register to receive addtional materials related to the study of the
Constitution.

SYSTEM REQUIREMENTS
Windows trial version 3.1 of the TCN Program requires 2.5 meg if your
hard drive is doublespaced, 2.0 meg if it is not doublespaced.
(Subtract 400 K if you already have VBRUN300.DLL.) Windows version
3.1 or later is required. The TCN Program works fine on a system with
4 meg of RAM, has not been tried with less.
INSTALLATION or SETUP
To install the TCN Program (or to set it up) on your computer, run
SETUP.EXE or TCNSETUP.EXE. Use the "Run" option of the Windows Program
Manager "File" menu.
If your copy of the TCN Program was obtained from a CD-ROM or from a
BBS, VBRUN300.DLL may have to be obtained and installed separately.
Further information about TCN Program installation (or setup) is
contained in the file SETUP.DOC.
NOTE: If you have 4 meg of RAM (or less) and less than 20 meg of free
hard drive space, you may get the message: "Insufficient
memory" during installation. If this happens, exit Windows
and run TCNSTALL.BAT from DOS. See SETUP.DOC.
STARTUP
SETUP creates a group in the Windows Program Manager (usually first
screen displayed when Windows starts) called the TCN Group. Inside
the TCN Group window is an icon that consists of an American Flag
waving proudly from atop a pole. To start the TCN program,
doubleclick the Flag icon.
Dwell a few moments on the first screen you see. You can access it
later using the "Dedication" option of the TCN program "Help" menu.
The first time, and only the first time, the TCN program is started
after installation, a series of introductory screens tell you how
to start learning about the TCN program. You can access these screens
later using the "Notices" option of the TCN program "Help" menu.
Automatic display is NOT repeated.
Skim these notices lightly and make a written note of key sequences
provided.
GENERAL
The TCN program is a Constitutional study aid for the independent
minded PC user. It is produced by TCNbP Company and distributed
on a shareware basis.
Major features of the trial version are:
* Very faithful rendition of the Constitution
* Extensive rights commentary
* Interactive Search and Indexing capabilities
* Thorough on-screen tutorials (plural)
* Exhaustive on-screen help
* Custom selection of fonts(Windows versions only)
* TEXT OF THE CONSTITUTION
With the trial copy you get a very faithful rendition of the text of
the complete United States Constitution through the 27th amendment
which includes the Ratification Resolution as well as the Resolution
proposing the Bill of Rights.
The rendition of the Constitution included with the TCN Program is
likely the most faithful copy of it to be found outside the National
Archives.
* EXTENSIVE RIGHTS COMMENTARY
With the trial version you get over 100 pages of comments about
rights. The comments compare and contrast text of the following
significant historical rights documents with the Constitution and each
other:
* Magna Carta
* English Bill of Rights
* Declaration of Independence
* French Bill of Rights
* Universal Declaration of Human Rights
The complete text of each of these documents is presented on a
paragraph-by-paragraph basis. Following most paragraphs, comments
prepared by TCNbP Company highlight important concepts about that
paragraph. Related phrases of the Constitution are cross referenced
using the interactive indexing feature of the TCN program.
Comments and indexed phrases can be edited by the user.
Additional topics can be created by the user.
You can print out commentary or save in an ASCII file on disk for
embellishment using your word processor.
* INTERACTIVE SEARCH AND INDEXING CAPABILITIES
Using the search feature of the TCN program, you can quickly find a
phrase of interest in the Constitution. OR, you can more quickly
determine with confidence whether or not a "remembered" phrase is
contained in the Constitution.
While researching an aspect of Constitutional interpretation of
interest to you, you can use the interactive search capability to find
related phrases. Then, you can use the interactive indexing
capability to link or cross reference that phrase to a topic heading
within the program. The topic heading can be created by you or
provided by TCNbP Company.
* TUTORIALS
The first time you start the TCN program, it introduces itself to you
and offers to run an on-screen get acquainted tutorial.
The first tutorial introduces you to the aspects of the TCN program
required to review the provided commentary.
The second tutorial provides instructions needed to use the
interactive search and indexing capabilities of the TCN program.
Follow these instructions to edit provided commentary or to produce
your own.
Tutorial instructions can be viewed on screen or printed out.
A convenient method is provided to alternately view the tutorial and
the TCN program screens. A single mouse click or key combination does
it for you.
* THE HELP FACILITY
The TCN program trial version includes exhaustive on-screen helps.
* FONT SELECTION
You can select a separate type style for the text of the Constitution,
the helps, or the commentary from within the Windows version of the
TCN Program.

KNOWN BUGS
Windows Trial Version 3.1 of the TCN program has *NO* known bugs.
Previous versions of the TCN program were distributed with a few minor
known bugs. The decision to distribute with these known bugs was based
on the fact that persistent efforts to fix them had failed and they
could be overcome with a couple of extra mouse clicks by the user.
ALL of these bugs were fixed in Windows Trial Version 3.1.
Please contact TCNbP Company if you find a bug in the TCN program.

From Diskettes
If your trial copy came from a shareware disk vendor, you can share
the TCN program by copying the original diskette(s). If your original
is on one 720K diskette, you can share it on 2 360K diskettes. Put
TCN31WIN.EX_ on disk 2 of 2 - all other files go on disk 1 of 2.
If your original is on two 360K diskettes, you can copy all
files to a single diskette of 720K or greater capacity.
From CD-ROM
Refer to the list of files provided under the heading SHARING THE TCN
PROGRAM. Find these files on your CD-ROM disk. If you do not find
them on your CD-ROM disk, launch the TCN program from the CD-ROM and
look for these files somewhere on your hard drive. You can use the
search feature of the Windows File Manager as described in the file
SETUP.DOC. After you find these files, you can transfer them to a
single diskette of 720K or greater capacity. You can transfer them to
two 360K diskettes -- put TCN31WIN.EX_ on disk 2 of 2 - all other files
go on disk 1 of 2. Use your preferred method of file copying to
transfer the files to floppy disks.
From BBS download files
Refer to the list of files provided under the heading SHARING THE TCN
PROGRAM. Look in the directory where you unzipped the TCN download
file. If all of these files are there, you can transfer them to a
single floppy of 720K or greater capacity. You can transfer them to 2
360K floppies -- put TCN31WIN.EX_ on disk 2 of 2 - all other files
go on disk 1 of 2. Use your preferred method of file copying to
transfer the files to floppy disks.
If only the files listed below are in your unzip directory, use the
procedure that follows the list to share the TCN program.

1. Copy the files listed above to a floppy. Do NOT substitute DL_
files for DLL files. Use file names listed with the extensions listed.
2. Copy VBRUN300.DLL from your WINDOWS\SYSTEM subdirectory onto a
floppy. If you are using 360K floppies, you will have to compress it.
3. If VBRUN300.DLL is already on your friend's computer, you do not
have to copy it onto it again.
If your friend does NOT have VBRUN300.DLL in the WINDOWS\SYSTEM
subdirectory, copy it there or unzip it to there from the copy you
made in step 2.
4. Put the floppy containing the files copied in step 1 in your
friend's floppy drive.
5. Run TCNSETUP.EXE from the "Run" option of the "File" menu in the
Windows Program Manager.
UPLOADING THE TCN PROGRAM TO A BBS
Uploading the TCN Program to a BBS involves the following steps:
1) Determine whether VBRUN300.DLL is available as a separate file
on the BBS.
2) Determine what zip formats are accepted on the BBS.
3) Zip the appropriate TCN Program files in an acceptable
format. (SFX, ZIP, etc.)
4) Prepare a description file suited to the BBS.
5) Upload the zipped TCN program files and the description files.
Information about each step is presented below.
1) VBRUN300.DLL CONSIDERATIONS
VBRUN300.DLL is required by the TCN program. It is a large file, some
277 K compressed. Therefore, some larger BBS operators prefer
(perhaps insist or require is a better word) that programs that need
this file be uploaded without it. Such operators make VBRUN300.DLL
available as a separate file on their board.
Before uploading the TCN program to a BBS, find out if VBRUN300.DLL
is available as a separate file. You can either search for VBRUN300.DLL
in the BBS software library, E-Mail sysop, ask on-line technical help
personnel, or consult a windows upload guidelines file.
2) Determine acceptable zip format
You can find this out at the same time you are finding out about
VBRUN300.DLL.
3) Zip the Appropriate files
Depending on your situation, you should zip the files listed in one of
the 3 lists below. Whether or not VBRUN300.DLL is available as a
separate file on the BBS is one factor. The TCN program files you have
is the other. (You may or may not have SETUP.EXE & SETUP.LST).
If VBRUN300.DLL is available as a separate file on the BBS, use the
first list.
If VBRUN300.DLL is NOT available as a separate file on the BBS (and you
have SETUP.EXE & SETUP.LST), use the second list.
If VBRUN300.DLL is NOT available as a separate file on the BBS (and you
do NOT have SETUP.EXE & SETUP.LST), use the third list.
VBRUN300.DLL Available as Separate File on BBS
If VBRUN300.DLL is available as a separate file on the BBS, zip the
following files:
TCNSETUP EXE 29,969 08-16-95 6:09p
README DOC 27,881 08-16-95 10:26a
TCN31WIN EX_ 255,155 08-16-95 5:46p

SETUP DOC 14,865 08-16-95 6:18p
TCNSTALL BAT 6,647 08-16-95 5:11p
NOTE: The provided file sizes, dates, and times are approximate.
You can find the DLL files in your WINDOWS\SYSTEM directory.
You can find TCNSETUP.EXE in your WINDOWS directory.
You can find the DOC files and TCN31WIN.EX_ on your floppy copy or where
you unzipped your download file.
If you use this list, do not substitute DL_ files for DLL files, and
do not substitute TCNSETUP.EX_ for TCNSETUP.EXE. Also, do not include
SETUP.EXE & SETUP.LST. They will not work.
VBRUN300.DLL NOT Available as Separate File on BBS
If VBRUN300.DLL is NOT available as a separate file on the BBS, zip the
following files IF YOU HAVE ALL OF THEM. If SETUP.EXE and SETUP.LST
are missing, use the next list.
SETUP EXE 15,312 04-28-93 12:00a
VER DL_ 9,008 03-10-92 3:10a

NOTE: The provided file sizes, dates, and times are approximate.
If you use this list, do not substitute DLL files for DL_ files, and
do not substitute TCNSETUP.EXE for TCNSETUP.EX_.
You should be able to find all of these files on your floppy copy or
where you unzipped your download file. If SETUP.EXE & SETUP.LST are
not there, use the next list.
VBRUN300.DLL NOT Available as Separate File on BBS
If VBRUN300.DLL is NOT available as a separate file on the BBS, zip the
following files. If you have SETUP.EXE and SETUP.LST, use the previous
list.
VER DLL 9,008 03-10-92 3:10a

Copy the files listed in the appropriate list above into an empty
scratch directory and compress them in a format that is acceptable to
the target BBS.
4) PREPARE A DESCRIPTION FILE
Prepare a list of search key words and a suitable description file as
follows:
SUGGESTED SEARCH KEYWORDS
TCNbP, Constitution, Notebook, Tutorial, United, States, Magna, Carta,
Bill, Rights, Declaration, Independence, VBRUN300
DESCRIPTION FILE GUIDELINES
Use materials in this file to prepare a suitable description file. The
following material is a useful guideline that will work for nearly all
BBS or On-Line services.
Use a very brief one-line description with your zipped file such as:
Constitution study aid. Download TCNDESC.DOC for full description.
For the file TCNDESC.DOC, use a very brief one-line description such
as:
Full description of the TCN program.
To write the file TCNDESC.DOC, use materials in this file.
For a list of suggested search key words, refer to that title above.
Use as many of those provided as the BBS will allow. Add some of your
own if any come to mind. If no place is provided for you to add
keywords on a BBS, bring them to the attention of the Sysop.
For the main body of the description, use the materials in the paragraph
entitled GENERAL.
For system requirements, paste in the paragraph entitled SYSTEM
REQUIREMENTS.
If the target BBS offers VBRUN300.DLL as a separate file, you might
include instructions about searching for it on a hard drive. Excerpt
appropriate procedures from SETUP.DOC and paste them into TCNDESC.DOC.
You might throw in a brief blurb about downloading from that
particular BBS.
You might say a little something about decompressing the download
file.
If appropriate, you can mention unzipping VBRUN300.DLL at this point.
VBRUN300.DLL must be available for SETUP.EXE or TCNSETUP.EXE to run.
Depending on the contents of your upload file, you should specify
SETUP.EXE or TCNSETUP.EXE as the file to run to install the TCN
program.
You should describe the TCN program icon and tell how to doubleclick
it to start the TCN program.
You can mention the file README.DOC (which will be this file) as a
source of further information available after download and unzipping.
You can compress the file TCNDESC.DOC or upload it as an ASCII file as
you see fit. TCNDESC.DOC is only a suggested file name - invent your
own if you like.
5) UPLOAD FILES
Upload the zipped TCN program files and the description file as you
would any other file on your target BBS.
CLEANUP (erase setup files from hard drive to save space)
NOTE: Before erasing any related files from your hard drive, copy
them to a floppy in case you want to share the TCN program with
friends or upload it to a BBS.
From Diskettes
You can erase the file TCNSETUP.EXE in the WINDOWS directory.
From CD-ROM
You can erase the TCNSETUP.EXE file from the WINDOWS directory. Also,
search your hard drive for any of the 9 files listed under SHARING THE
TCN PROGRAM (except SETUP.DOC & README.DOC). If you find them, you can
delete them.
From BBS download files
You can erase the file TCNSETUP.EXE in the WINDOWS directory. Also,
you can erase the compressed file (or files) that you downloaded from
the BBS. You can also delete the 9 files listed under SHARING THE TCN
PROGRAM (except SETUP.DOC & README.DOC).
